Job Description Summary
Reporting to the Chief Academic Officer and Provost of Teaching, Learning, & Student Success, a key member of the Teaching, Learning, and Student Success leadership team, the Dean of Humanities, English, and Social Sciences ensures the educational welfare of students and the professional needs of faculty and staff in the Division. The Dean is responsible for promoting academic, administrative, and fiscal leadership in accordance with the College’s strategic plan. The Dean fosters and supports innovative teaching and learning approaches for the Division, actively promotes and advocates for implementation of guided pathways, and supports students throughout their educational journey. The Dean is responsible and accountable for the development, expansion, and continuous improvement of high-quality programs within the Division, designed to address community needs and provide stackable credentials and degrees that provide seamless articulation with secondary and postsecondary partners as well as the College’s noncredit programs and offerings. The Dean develops long- and short-range plans, and exercises management responsibility for academic program planning, faculty matters, and administration, including staffing, budgets, and facilities. The Dean fosters a high-quality environment of teaching and intellectual achievement and creates and strengthens partnerships within and outside the College.
Minimum Qualifications
EDUCATION AND EXPERIENCE
  • Master’s or Doctorate Degree required in one of the fields/disciplines represented in the Division:
    • Humanities: Art, Communication, Dance, Music, Philosophy, Theatre, World Languages
    • English: English, Developmental English, English as a Second Language, Reading
    • Social Sciences: Anthropology, Geography, History, Human Services, Political Science, Psychology, Sociology

For applicants with a master’s degree:
  • Minimum of 12 years of combined full-time administrative experience (preferably at the department chair level or higher) and post-secondary teaching experience in a college or university setting required.
  • Minimum of four years of supervisory experience required.

For applicants with a Doctorate degree:
  • Minimum of 8 years of combined full-time administrative experience (preferably at the department chair level or higher) and post-secondary teaching experience in a college or university setting required.
  • Minimum of four years of supervisory experience required.

ESSENTIAL DUTIES
The Dean of Humanities, English, and Social Sciences is responsible for the Division including the departments of English, Humanities, and Social Sciences.
Leadership
  • Ensure that curricular pathways within the Division have been planned, organized, and implemented effectively, and that data and evidence are used on a regular basis to continuously improve student pathways and promote completion.
  • Actively promote and advocate for the College’s focus on guided pathways.
  • Support the development of bridges into the Division’s programs from high schools, adult basic education, noncredit offerings, and other feeders.
  • Ensure the development, expansion, and continuous improvement of high-quality programs designed to address community and workforce needs.
  • Manage strategic planning, learning assessment, and program review processes for the Division.
  • Provide leadership for program review, specifically overseeing the ongoing assessment of student learning and achievement of learning outcomes and spearheading necessary curricular changes to maintain the relevance of Division programs.
  • Maintain current knowledge of trends and innovations in community colleges generally, and, more specifically in the programs of study within the Division; communicate and share this knowledge regularly with staff and faculty.
  • Recommend instructional and general policies, conduct meetings to facilitate planning and collegial decision-making and to keep staff informed about issues and projects for the overall College instructional program.
  • Encourage collaboration between and among the College’s credit and non-credit faculty and staff, and research and propose appropriately responsive educational pathways for programs of study within the Division.
  • Model and promote collegiality within and across areas of the college.
  • Address departmental concerns, interests, and objectives in the context of the needs of the College, students, and community.
  • Advocate effectively for the needs of the Division while subordinating departmental and divisional interests to the broader College interests when appropriate.
  • Act ethically in all matters and bridge artificial boundaries between silos in the College organization.

Curriculum & Program Development and Improvement
  • Provide vision, leadership, and direction for the development, implementation, and review of curriculum, both new and existing, as well as new initiatives and programs.
  • Ensure that Division programs are aligned to workforce needs, focusing on the knowledge, skills, and abilities students will need to be successful in further education and employment.
  • Assume accountability for ensuring that all courses are aligned with student learning outcomes and with best practices in curriculum development and improvement, and that programs are high quality and thoroughly reviewed and vetted on a regular basis.
  • Encourage and guide faculty and staff to assess courses, programs, and pedagogical approaches using a data- and evidence-informed approach to improve student learning.

Student Success
  • Promote faculty accountability for student enrollment, retention, and success within divisional programs of study, in cooperation with Student Affairs.
  • Assume accountability for ensuring that every student within divisional programs has a clear roadmap to completion, further education, and job advancement, aligned to their pathway and program.
  • Ensure that faculty and staff assess and continuously monitor students’ progress using appropriate data and research tools.
  • Assume accountability for monitoring and measuring success rates within, between and among courses and sections within each divisional program to ensure there are equitable success rates between and among courses and sections; manage faculty accordingly.
  • Assume accountability for resolving issues involving faculty and staff, grades, grade grievances, student integrity, dishonesty, rigor, and other matters. Interpret and apply policies and procedures for mediation and conflict resolution with students, faculty, staff, and external entities.
  • Assume accountability for ensuring high-quality teaching and learning and resources within the Division.

Staffing
  • Recruit, hire, and develop full-time faculty.
  • Ensure that appropriate and qualified adjunct faculty are hired and prepared to teach prior to the start of the semester.
  • Create and nurture collaborative relationships with faculty, administrators and staff in other divisions and departments across the College and act as partner in creating cohesive teams.
  • Promote a culture of inquiry and continuous improvement; ensure that faculty and staff creativity and innovation is encouraged and rewarded.
  • Assist departments with managing personnel issues and challenges involving faculty and staff, including facilitation, conflict resolution, and interpretation of college policy.
  • Ensure that faculty and staff evaluations occur on the appropriate cycle; participate directly in the observations and evaluation of new, full-time faculty for their first two years; participate directly in the observation and evaluation of faculty seeking promotion or tenure.
  • Review promotion and tenure portfolios and make appropriate recommendations regarding tenure and promotion.
  • Assume accountability for the development of a data-informed and student-centered master schedule to ensure clear pathways for student completion, meet the needs of students, and optimize space utilization.

Community Relations/Outreach
  • Communicate with leaders in the private and public sectors and in educational agencies to determine needs for new courses and programs and oversee establishment of advisory committees.
  • Serve as liaison between the Division and professional groups, accrediting bodies, and community/governmental agencies.
  • Determine and oversee needs for extension centers regarding the Division’s instructional programs and services, in consultation with the administrators overseeing extension centers.
  • Assume accountability for providing proper staffing of classes and administering and evaluating courses and assigned instructional full time and part-time staff those centers.
  • Facilitate academic partnerships between and among Division faculty, faculty in feeder high schools, and four-year transfer institutions; ensure maximum course articulation for students.
  • Participate actively in the community by serving as members or chairs of external committees, task forces, or other groups to advance learning.
  • Assume accountability for ensuring the integrity and accuracy of all public information about academic programs and courses within the Division. and work with staff to produce accurate schedules, catalog information, program information, and multi-year instructional plans.

Resource Allocation and Management
  • Develop and manage the Division budget consistent with college policy and sound financial management principles.
  • Identify and prioritize Division needs, secure available funding, and strategically allocate and re-allocate resources.
  • Explore external funding sources for Division programs and lead resource development efforts on behalf of the Division.
  • Provide guidance, direction, and experience with grant writing, operations management, and special projects.
  • File an annual financial disclosure statement with the Maryland State Ethics Commission

Job Requirements
PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
