Job Description Summary
The Chief of Police Operations reports directly to the Vice President for Financial Services and Operations and ensures that all Department of Public Safety operations align with the institution’s goals and directives.
Minimum Qualifications
EDUCATION AND EXPERIENCE
  • Typically, a bachelor’s degree is required; however, equivalent training and experience may be considered for exceptional candidates such as those who have attended the Northwestern School of Police Staff and Command.
  • Minimum of 10 years of progressively responsible roles in campus safety and/or law enforcement, including substantial leadership and management experience.
  • Certified as a police officer or eligible for a provisional certification.
  • Must have or be willing to obtain certification through the Maryland Police and Correctional Training Commission (MPCTC). 
  • Must be able to obtain and maintain a Special Police Officer certification for the State of Maryland, and comply with all Maryland Police and Corrections Training Commission requirements.
Criteria

ESSENTIAL DUTIES
Leadership and Oversight:
  • Lead and manage the department to ensure the safety and security of the campus.
  • Supervise and evaluate subordinate staff, including officers, sergeants, and other department personnel.
Operations Management:
  • Oversee day-to-day police operations, including patrols, investigations, and community policing initiatives.
  • Develop, implement, and maintain operational policies and procedures.
  • Coordinate staffing levels and approve shift schedules, overtime, and coverage for special events and emergency response
Emergency Preparedness and Response:
  • Serve as the department’s incident commander during significant emergencies.
  • Collaborate with local, state, and federal agencies on mutual aid, training exercises, and emergency response initiatives.
Compliance and Reporting:
  • Assist with Clery Act requirements, ensuring accurate and timely reporting.
  • Work with MPCTC (Maryland Police and Correctional Training Commissions) and Maryland State Police to ensure compliance, certifications, and audits as required.
  • Conduct regular audits, inspections, and maintain accurate records of equipment, firearms, ammunition, and personnel to ensure accountability and safety compliance
  • Collaborate with the Governor’s Office to ensure compliance with state-mandated data reporting requirements.
  • Oversee and ensure compliance with juvenile departments’ data reporting requirements.
  • Prepare and submit reports to the Vice President, including crime statistics, incident summaries, and departmental updates.
  • Maintain accurate records of departmental activities, personnel files, and equipment inventories.
Training and Development:
  • Plan and oversee training, monitor certifications, and promote professional development opportunities for all department personnel to ensure compliance with regulations
Community Engagement and Relations:
  • Engage with the campus community through town halls, orientation sessions, and student leader collaboration to address concerns, build trust and promote safety awareness
  • Work with the Wellness Center, Title IX office, and Behavioral Intervention Team (BIT) to support campus-wide safety and wellness initiatives.
  • Assist with the Student Code of Conduct as needed.
  • Address and resolve community concerns or complaints regarding public safety.
Budget and Resource Management:
  • Develop and manage the department’s budget in collaboration with the Vice President.
  • Oversee procurement and maintenance of department equipment, vehicles, and technology.
  • Monitor the allocation and use of departmental resources to ensure efficiency.
    Policy Development and Implementation:
  • Collaborate with the Cleary Committee to align departmental policies with institutional goals.
  • Regularly review and update policies to address evolving campus safety needs.
Investigations and Disciplinary Actions:
  • Oversee all criminal and administrative investigations, review incident reports, and ensure appropriate follow-up actions.
  • Handle disciplinary actions for department personnel in consultation with the Vice President.
Special Projects and Initiatives:
  • Lead initiatives to improve campus safety, such as technology upgrades or community awareness campaigns.
  • Develop strategic plans for long-term departmental growth and effectiveness in collaboration with the Vice President.

KNOWLEDGE, SKILLS AND ABILITIES
  • Proven ability to communicate effectively both orally and in writing, with demonstrated leadership, management, interpersonal, and technical skills that support the development of cooperative working relationships
  • Strong leadership experience in law enforcement, with a track record of implementing community policing programs in academic or similar environments
  • Commitment to diversity, equity, and inclusion, with the ability to work effectively with a culturally diverse community, student body, and workforce
  • Skilled in managing critical incidents, handling difficult customer interactions, and maintaining composure in high-stress situations
  • Ability to balance law enforcement responsibilities with a customer service approach appropriate for an academic setting
  • Demonstrated ability to identify and respond to sensitive organizational issues, concerns, and needs
  • Strong analytical skills, with the ability to assess problems and develop effective solutions
  • Experience conducting complex and sensitive investigations, with working knowledge of administrative and criminal investigative procedures
  • Solid understanding of law enforcement operations, legal concepts, and relevant state-specific regulations, including the Law Enforcement Officers’ Bill of Rights, police discipline, and organizational structure
  • Knowledge of crime prevention strategies and law enforcement practices consistent with institutional policies and public safety standards
  • Ability to physically perform the required duties of the position which include walking, climbing, running or lifting
Job Requirements
PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions are required.

OTHER REQUIREMENTS
  • Must be able to work flexible hours.
  • Expected to be able to supervise various shifts that include 24-hour, 7 day a week coverage 365 days a year
  • Must complete annual in-service training and fire arms qualifications
  • Ability to possess a Maryland Handgun permit required
  • Valid Maryland State Motor Vehicle Operator’s License
  • Polygraph Examination: Required to take a polygraph examination.
  • Psychological Evaluation: Required to complete a psychological screening.
  • Medical and Drug Screening: Must pass a full medical and drug screening.
  • Applicant Physical Requirement Test (APRT): Must pass the APRT.
  • MPCTC Police Administrative Training: Required to complete the MPCTC Administrator Training within one year of hire
  • Ability to communicate effectively in spoken and written standard English.
  • As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
  • A background investigation will be conducted prior to the offer of employment. A signed authorization for the release of personal information will be required if selected for an interview.
