Job Description Summary
Responsible for providing overall direction and support for the daily operation of the Office of Procurement and Contracting in the purchase of all supplies, services, equipment, and capital construction projects necessary for the operation of the College and directs and leads the inventory management team.
Minimum Qualifications
EDUCATION AND EXPERIENCE
A Bachelor’s or Master’s degree in Business Administration, Economics or related field required.

For applicants with a Bachelor’s degree:
  • A minimum of six years of procurement experience is required, to include relevant experience with RFP’s and various contract types.
  • A minimum of four years’ relevant supervisory experience is required.
  • Prior procurement experience in a higher educational setting is preferred.
  • Certified Purchasing Manager (C.P.M.), Certified Professional in Supply Management (CPSM), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Accredited Purchasing Practitioner (A.P.P.), or Certified Purchasing Card Professional (CPCP) certification is preferred.

For applicants with a Master’s degree:
  • A minimum of four years of procurement experience is required, to include relevant experience with RFP’s and various contract types.
  • A minimum of four years’ relevant supervisory experience is required.

Criteria
CRITERIA: The following criteria, which are not the sole criteria used in the final hiring decision, will be used to review the applications of those persons who meet the stated minimum qualifications and to select those qualified applicants who will be interviewed. Other information and observations made during the interview process may be considered in the selection process. A Resume/CV and cover letter are required with the application. ESSENTIAL DUTIES
  • Establish short- and long-range goals and priorities for the Office to include implementing strategic procurement initiatives such as cooperative purchasing opportunities.
  • Manage all contracting phases from requisition through close-out and work with the User community and the respective administrative partners to ensure a seamless process.
  • Supervise daily operations to include assignment of work to effectively meet ever-changing demand.
  • Design and provide training to Procurement staff and the User community.
  • Reviews incoming purchase requests and determines method of processing consistent with state law and college code.
  • Develops, solicits and reviews all bid (IFB and RFP) and proposals.
  • Evaluates bid responses, negotiates contract(s), recommends and/or approves contract award(s).
  • Prepare agenda items for Board of Trustees approval.
  • Resolves contract disputes and problem solves with vendors and staff. Develops correspondence to vendors.
  • Develops innovative methods to increase utilization of certified Local and/or Minority Business Enterprises.
  • Works with college Vice Presidents and budget staff and committees to implement cost effective purchasing strategies to control costs college-wide.
  • Reviews and analyzes cost center purchasing requirements. Obtains information and recommends products and/or services.
  • Meets with vendors to see new product demonstrations and to enhance product knowledge and to see demonstrations of new products.
  • Maintains liaison with Vice Presidents, Deans, Directors, Cost Center Managers, and Departmental Chairs.
  • Responsible for establishing and implementing procurement strategic initiatives that impact all areas of the college.
  • Recommend procurement procedures ensuring compliance with all statutes, the college’s code, regulations, and board policies.
  • Participate in local, regional, and national procurement organizations, fairs and conferences.
  • Serves on various committees and task forces, representing the college.
  • Collects and analyzes procurement data to support the College’s procurement goals and objectives.
  • Supervises and evaluates the performance of assigned staff.
  • Actively participates in county and state procurement organizations.
  • Directs and leads the asset and inventory management program college-wide.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES
  • Demonstrated knowledge of modern procurement methods, principles and techniques.
  • Strong negotiation skills.
  • Familiarity with federal acquisition regulations.
  • Demonstrated ability to define specifications in general terms for commodities and services.
  • Ability to maintain good public relations for the Office of Procurement and Contracting interactions with the campus community, vendors, and other external agencies and entities.
  • Skilled in understanding the type of supplies, equipment and services relating to an educational institution.
  • Considerable knowledge of business law, county, state and federal laws related to the procurement function.
  • Commitment to accuracy and attention to detail is required.
  • Demonstrated supervisory experience.
  • In-depth experience with automated contract writing systems.

Job Requirements
PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions may be required to install, repair or troubleshoot AV-related technologies.

OTHER REQUIREMENTS
  • Ability to communicate effectively in spoken and written standard English.
  • As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
  • A background investigation will be conducted prior to the offer of employment. A signed authorization for the release of personal information will be required if selected for an interview.
